Standing Up for Vineyard Families

From hardship to hope—Parker McCumber is fighting for you.

I've been where too many Vineyard families are today—counting every dollar, making tough choices between necessities, watching government take more while delivering less. Growing up in poverty taught me that every family's budget matters, and every tax increase hits real people with real consequences.

That experience drives everything I do. Whether I'm leading soldiers, building businesses that employ dozens, or coaching kids on Friday nights, I never forget that leadership means serving others—not yourself.

Now I'm watching our neighbors struggle under Utah County's highest property taxes while city hall has tripled its discretionary spending and spends $90,000 a year eating out. I'm seeing families get ticketed and booted in their own neighborhoods because city government created a parking crisis then decided to profit from it.

This is wrong. Every unnecessary fee, every wasteful expense, every tax hike takes money out of family budgets that could pay for kids' sports, family vacations, or just breathing room at the end of the month.

I'm not running for a title or a résumé line. I'm running because I know what it's like to need every dollar, and I refuse to watch our government take them unnecessarily. It's time for leadership that remembers government works for families—not the other way around.

More Than Promises—A Proven Record of Action

Fifteen years in the Army has taught me the value of leadership under pressure, fiscal discipline, and putting people before politics. As a Captain in the Utah National Guard, I command a team of 100 soldiers and oversee a budget twice the size of Vineyard’s. In business, I’ve built companies from the ground up, providing jobs and opportunity right here in Utah. These aren’t titles—they’re tested, boots-on-the-ground experiences that shape every decision I make.

But my story starts long before uniforms or boardrooms. I grew up in poverty, not privilege. Every dollar mattered, and every opportunity was earned—never handed out. That journey made me fiercely passionate about helping families avoid that struggle. Since moving to Vineyard with my wife and three kids, we’ve put down roots: volunteering as a youth football coach, supporting local schools, and joining neighbors in the fight for a government that actually listens. I’m not another politician—I’m a father, coach, entrepreneur, and proven leader ready to stand up for Vineyard families.

Our families deserve a City Council that fights for them—not one that feeds bureaucracy or makes life harder for hardworking residents. I listen because I’ve lived your struggles, and I’m running to make Vineyard government practical, honest, and responsive to real people.

Practical Solutions for Vineyard Families—Not Empty Promises

Get Fiscal Responsibility Back on Track

Vineyard has the highest property taxes in Utah County, yet our city spending keeps ballooning—the city spent $90,000 feeding employees this year while discretionary spending skyrocketed from $359K in 2023 to $1.2M in 2025. We must immediately cut non-essential spending and mandate that 10% of any surplus goes directly to reserves until we reach a minimum 3-month safety net. Instead of constantly raising taxes on struggling families, we need to operate like any responsible business: live within our means, build reserves, and stop treating taxpayers like an ATM for government inefficiency.

Fix the Parking Crisis:
End Pay-to-Park!

Vineyard's parking crisis is government-manufactured.City officials waived parking requirements for developers, creating an artificial shortage, then decided to profit from it through permits, tickets, and booting cars in our own neighborhoods. This isn't governance—it's a revenue scheme. As your city councilman, I'll decentralize parking management to HOA levels, empowering communities to solve their own problems. We'll restore reasonable parking standards for future developments and end the permits and tickets that turn neighbors into revenue sources. Government should serve families, not squeeze them.

Restore Trust—Real Representation

Too many politicians campaign as conservatives but govern like big spenders once elected, creating a crisis of trust between city hall and our neighborhoods. I won't disappear after election season—I'll bring decisions back to the people through open forums, honest dialogue, and modern technology that creates genuine conversation before votes are cast, not after. When citizens know their voices actually matter and their values are represented, we build stronger communities. I'll vote based on what Vineyard families need, not what political insiders want, because trust isn't built through transparency alone—it's earned by consistently putting residents first and making representative government actually representative again.

Action, Not Rhetoric—A Proven Track Record

I'm a proven leader in the military and in business. As a Military Commander, I lead 100 soldiers and manage over $25 million in government resources. My experience directly translates to overseeing Vineyard's 50-person staff and $13 million budget. I've built multiple businesses from the ground up, employing dozens while maintaining profitability under real-world pressure. I understand what it means to make payroll, balance budgets, and deliver on commitments because failure isn't an option when people depend on you. Having grown up in poverty, I know the weight of every dollar and the impact of government decisions on struggling families. This isn't about political ambition—it's about bringing proven leadership, fiscal discipline, and genuine understanding of everyday challenges to a city council that needs action.
